Veale et al reported nomograms for male penis length and girth. The authors are from King's College London.
Measurements:
(1) erect penis length in cm
(2) flaccid penis length in cm
(3) stretched penis length in cm
Observations:
(1) The length of the stretched penis approximates that of an erect penis.
(2) The length of a flaccid penis is 3.9 to 4.0 cm less than an erect penis.
(3) Standardizing measurements is important for reproducible results, especially at the extremes. The presence of excessive fat may obscure landmarks.
